In a February 13, 2025 IGN interview, Beach addressed the exclusion of several popular civilizations and leaders from Civilization VII's initial launch. He stated that no past civs have been forgotten, acknowledging the fan disappointment surrounding the absence of Great Britain and India.

Beach explained the omission of these established civs was due to the sheer number of popular choices. To balance this, Firaxis prioritized introducing fresh, exciting civilizations. While some beloved leaders and civilizations were left out initially, Beach confirmed that Firaxis is considering their inclusion in future updates or DLC packs. This leaves open the possibility of Gandhi's eventual return.

Given the extensive DLC history of Civilization VI, the chances of Gandhi appearing in Civilization VII are high. However, a concrete timeline for his return remains unconfirmed.
