Starting "The Lost Shipment"
Find Brannof Hall's dining room (off Brannof Boulevard, near the Town Square). Speak with Cohen; he'll reveal the missing weapons. Crucially, talk to him again to receive two leads.
Completing "The Lost Shipment"
Follow these leads, remembering to remove any Town Guard gear to avoid suspicion.
Talking to Captain Shirker
Find Captain Shirker on his ship, The Vincible (southeast area of town).
After a meal at The Delectable Dab (near Town Square), he'll mention a man in a blue waistcoat.
Find this man in Town Square.
He'll lead you to "The Illusion," but you'll need a monobrow to impersonate Sam. Get one from the hairdresser on Old Street West (8 Silver and 280 Copper).
Investigating The Hooked Hand
Talk to patrons at The Hooked Hand (near Eel Street). They'll direct you to The Frequently Fresh Fish Stall.
Catch a Fetid Flounder (requires Level 25 Fishing). Use a quill, ink, and paper (found on Lord Brannof's desk) to write a note and hide it in the fish.
Give the fish to the Fishmonger; hide and watch the Furtive Stranger.
Follow him to Monab Row. Remove your Guard gear to reveal your monobrow and impersonate Sam. Defeat the thief (Level 30) to retrieve the plumbatae.
Return the plumbatae to Brannof Hall to complete the quest.
