You can fish in NieR: Automata whenever you're near any body of water, even if it's just shallow water like the area outside the Resistance Camp. When you're standing still in water, a prompt to start fishing will appear above your character's head. By holding down this button, your character will sit back and cast their pod to start fishing. The process is straightforward, using just one button to cast and reel:
