There are five primary ways to acquire Paradisan Ladder in Avowed: purchasing from Merilyn the merchant, foraging while exploring, earning it as a side quest reward, breaking down existing items, and downgrading Hylea's Talon.
Merylin the Merchant

Merilyn, located in South Paradise (see map above), offers the fastest way to obtain Paradisan Ladder. She typically stocks five units at 150 coins each.
